The Atom and the Future The first atom-splitters were preoccupied with war. Time was more important than money, and all the peacetime potcntialitics of the atom had to wait. Out of the desolation of Hiroshima and Nagasaki arose new promise to mankind in medicine and agriculture and industry. Not the least of thesc was the release of nuclear energy for generating electric power. After the war, Congress passed the Atomic Energy Act of 1946 and created the Atomic Energy Commission with absolute authority over atomic development. Private enter- prisc was able to participate only to the extent that AEC released some restricted information and granted access permits for design studies which paved the way for today's reactor demonstration program. AEC meanwhile undertook some small-scale experiments until an actual submarine prototype was operating in the Idaho desert by 1953; but it was not intended to generate electricity. Less than two years later, however, another sub- marine prototype, Borax II, did generate power. In 1954, the Atomic Energy Act was amended to give industry the green light. Although the control of fissionable fuels was rigidly retained for AEC, that agency was author- ized to license the devclopment and construction of private atomic power plants. Already, 14 announced nuclear power projects involving utility investment of a half-billion dollars have been under- taken. Three are in operation and six are either being built or are under contract at a cost of...
Cal. (6,500 kw); Pacific Gas & Electric's boiling prototype at Vallecitos, Cal. (5,000 kw); and Dg wate Light's pressurized water reactor (60,000). The Vallecitos is test prototype for a huge Shippingport, Pa. Duquesne at commercial size Dresden plant near Joliet, I11. Carolina Power & Light Company is counted among the 123 electric utilities now participating in atomic development. The Company belongs to Carolinas Virginia Nuclear Power Associates-along with Duke Power Company, Virginia Electric and Power Company and South Carolina Electric & Gas Company. Chartered in October of 1956, CVNPA has employed architect-engineers, nuclear engineers and builders and has applied to AEC for a license to build a 17,000-kilowatt prototype reactor. The site selected for the atomic plant is Parr Shoals, S. C., where the South Carolina Electric & Gas Company already operates both hydroclectric and steam-electric generating units. Target date for completing the plant is 1962. The project is calculated to contribute to the total knowledge of reactor design and to serve the member companies in training personnel in the operation and maintenance of nuclear-fueled plants. It contemplates the construction of commercial-size atomic reactors at a later date.
