So I learned some things about subtitles and peertube today.

Extracting subtitles out of a DVD ISO is pretty interesting. I think I know I how to pull them using ffmpeg if they are in text, into an .srt file. I haven't been able to do much with exporting them to .vobs. For now I just burned subtitles into the video I ripped with Handbrake.

I've also been exploring downloading .srt files and can tell you that so far the sites I've found that host them:

1) look like fronts for screeners
2) have absolutely garbage .srt files (based on a small sample)

#peertube 6 does have autmatic transcription but that feature is erroring out on my yunohost install. I have more work to do to figure that out.

If anyone has experience with this and wants to school me, I'd be very grateful.
