In 1814 Paraguay forbade European-only marriages as part of their post-colonial reckoning. My keyword searches are failing to find out if other Central or #SouthAmerican countries enacted similar laws and how #historians discuss the impetus & outcome of these laws. In other words: What other countries forced interracial marriages and did this successfully lead to racial equality?

CHRISTIAN SCIENCE MONITOR. Did Paraguay blaze a trail in racial equality nearly two cenluries ago? In 1814, Paraguay's soon-to-be dictator introduced a law forbidding reproduction among the white elite. Whatever his motives, it produced an "exceptionally egalitarian" society.
In 1814, Francia issued a decree forbidding marriages between "European men" (namely, Spaniards) and women "known as Spanish” (born in Spain or of Spanish descent). European men would only be allowed to marry indigenous, mixed-race or black Paraguayan women. By preventing the white elite from reproducing, Francia's decree had the undeniable potential to allow the newly independent Paraguay to rise as a mixed-race nation.
