I don't know how reliable the source is; but the text _sounds_ like a mostly good summary of the problem (what I missed was a discussion of recharging times and the associated need to buy more BEV buses).

Also, I never knew there are buses that use heat pumps! No idea how efficient they are, but it sounds like an interesting idea.
